Same thing under 11.1: For a .tar file, the only option is to extract it, no way to compress. The easiest way around this is to press the F4 key, which will give you a shell in the directory shown in konqueror. There, you simply type "bzip2 your_filename.tar" or "gzip your_filename.tar" to compress the file, then "exit" to close the shell. Press the F5 key to reload the file list if that has not yet happened. Its probably also possible to modify the menu, but I don't know how.
