I narrowed it down to the system tray applet, toggling the option to show/hide icons stopped the CPU hogging. Go figure...
My plasma-desktop (updated from KDE 4.2) uses 1% or less. You might try with a different user and if that works better, stop palsma, move the configs (~/.kde4/share/config/plasma*) that make your plasma misbehave and restart plasma from scratch. Also make sure to test without compiz and check whether your Qt version fits your KDE version, both issues did cause trouble in the past.
