Depends on why it stops responding. Have you tried another keyboard just to rule out hardware problems? Normally the PS/2 cant be hot swaped as USB can. Its not designed for that. It depends on your motherboard if its possible or not. But i have only encountered precious few boards that can. I only remember one instance where i could hotplug a PS/2 keyboard in all my years...
