Yesterday somebody had a similar problem. He traced it to amarok, i.e.
quitting amarok "solved" the issue.

This looks rather close - I have logged in as different user (with
almost nothing running in autostart) and the problem did not appear.

This looke much like some hotkey bug with some app, however, I did try
to close almost all running applications (even killed plasma) one by
one and the problem did not disappear. Is there any way to track it
down - I do not want to delete my ~/.kde4 - too many settings are
there
