In that case you have a problem, because this has never been the case for me.

I feel safe in asserting that your setup is in some way hozed, because
I have never
had to disable passwords to get pubkey to work, not on any linux distro
I've ever used, including Suse form 7.something thru 11.1. various
ubuntus, redhats and various flavors of bsd.
