The metadata contains enough information to locate all the files. You can see the metadata referenced in http://www2.ati.com/suse/repodata/repomd.xml then look at http://www2.ati.com/suse/repodata/repodata/primary.xml.gz which has enough information to locate all the files.
I wouldn't be surprised if someone has already written a tool to mirror an rpm-md repository, if not it should be fairly easy to do so by reading the primary.xml.gz

I don't remember how I used to do it, but getting the url for the drivers used to be as simple as pie. I've been using the AMD driver package instead of the yast packages for so long, I've forgotten how;-( For the AMD packages the url is as simple as right-clicking on the link in their website: (9.3 driver for legacy cards) https://a248.e.akamai.net/f/674/9206/0/www2.ati.com/drivers/linux/ati-driver...
