I think they need to be in a modern Linux distro, its just that they have to be pretty bug free (only narrow HW issues, etc.) to be ready for prime time.
I think that, for users that don't want them they should also be removable without breaking software that doesn't strictly require it. Because of that, an RPM dependency is not appropriate.
