They already have. If you poke around in various Gnome-centic info sources, you will find that they are discussing a very similar complete overhaul of Gnome.
I got that somewhere, but I cant find the link. The article was discussing that both were overdue for overhaul. I like to imagine that using similarity to electronic devices, which is very high. You can patch it adding parts over existing, but at some moment maintenace will become nightmare, adding more will be impossible, either due to space restrictions, or power demand, or unwanted thermal and electrical interactions.
