I think you're on to something there. I removed the resolv.conf I had copied and rebooted - it failed to resolve us.pool.ntp.org. I restarted the ntp daemon and it worked. Should I file a bug that way - against the timing aspect?
If I'm not mistaken, your network configuration is DHCP based, isn't it? If it is, you should set RUN_PARALLEL to "no" in /etc/sysconfig/boot; I had too much trouble with network timing related issues for every PC that is configured using DHCP (static IP configurations work pretty well).
