I really can't understand that. I'm simply stucked. All I did in the installation steps were just the same as usual I prepared a PHP Website Space as ever.

Instead of the above, I would suggest you create an alias /cacti and point the alias to /home/cactiuser/cacti. For extensibility of apache configs, I create /etc/apache2/alias.d/ and drop all the alias configs there with a "Include statement" in the default.server file.
