I would suggest either Gwenview or Picasa.

Gwenview does pretty much the same exact thing as the default Vista
photo viewer. You double-click on an image and it opens up. You can
zoom, rotate, enhance, print, go back and forth in the folder and do
other cool stuff.

It doesn't look quite as pretty (in kde3) as does the Vista photo viewer
(with aero) and it has a goofy name, but it works.

Picasa for Wintendo has a nice viewer, too, but it gets a little tedious
and takes over the whole screen.
