Is there a way to ensure that the DHCP server on Suse will broadcast? Perhaps this is the default setting, but I want to make sure our Vista machines can get a DHCP assigned address.
Yes, you can go into Yast and set up the dhcp server. That is generally all you have to do. Be sure to have it use only your INTERNAL interface if you have more than NIC in the machine. Some up-stream network providers can get a little testy if you start serving DHCP onto the cable modem system.
