Yes, this needs documentation at http://en.openSUSE.org/Samba or better in general.
Changing priorities can't help here. The package manager works like this: If a package is already installed, all packages with different vendor(*) or architecture are pruned from the update candidate list. Afterwards the highest version gets selected considering the repo priority. (*) different vendor means vendor not in the same equivalence class.
