Virgin Media are big in the UK, this is roughtly the scoop :

Pure Download - 10Mb/s (so long as it's not a peak time, when 3-4Mb/s
is more likely)
Mix Download & Upload - Crawl! 1Mb/s Down and 100Kb/s Up
Pure Upload - 500 Kb/s

The budget 2Mb/s with 200Kb/s upload, would be a bit more robust, but
is about 70% of cost, so paying a bit more for 10Mb/s download seems
worthwhile.

It's almost as if someone designed things to make Torrents slow, isn't it?

I would say that it appears they do *not* want you running a server
w/o purchasing their service level package :^(.

When I first got broadband (cable), I was told that I could not run a
server and I think that I only got 5M or 6M down and 186K up.
Telephone company knocked on my door Friday offering a package with
18/2, but didn't have documentation for comparison and the price
difference and features included was not enough for me to be *real*
interested, YET.
