I think you first have to, or can, upgrade rpm, manually, then zypper and its deps, and then, using that new zypper, all of it. You need to upgrade the rpm command because 11.0 uses a new compression method, lzma; maybe some other library needs to be updated, too. And upgrading rpm itself will be difficult as the old rpm command can not read the new rpm compression method.
