I don't have time to look for it, but in KDE4 on Beta 3 it is under
the screen saver settings-- and it does work to disable it (why lock
and ask for a password when the password is blank?) I would assume in
KDE 3.5 on 11.0 it would be the same. I am assuming you use KDE 3.5.
