I'm working on kde 3.5, but I've tried kde 4 and it was the same
situation.

Okay, now, in KDE, down at the bottom, you should have a little plug icon (or
battery icon if you're not plugged in) - see attached. Do you have this? If
not, it is KPowersave - make sure you have that loaded.

You can right-click and configure it in many ways.
