qlandkarte and viking, as already said by other people, are what you're looking for. You might also want to look at openstreetmap.org, a project to make a free map of the whole world, and which supplies tools for making GARMIN maps from their data. I build regularly European countries maps at: http://rodrigo.gnome-db.org/gps/garmin just have a look, depending on where you are, the maps should be quite good.
