For what I'd like to be able to do, a KDE I/O slave will not suffice, it has to be system-wide and transparent so arbitrary scripts and applications can access it.

Sounds like you are asking for a Filesystem in USErspace aka FUSE. Next step is to visit the FUSE project page on SourceForge (http://fuse.sourceforge.net/), and look at the list of available filesystems based on FUSE.
