Boot order is CD then hard drive. There are two hard drives in the system and I've changed which one should be used for booting several times now with no change.

That's right. Just a blank screen with a flashing cursor at the top left (after the Intel graphic).
This all looks like it should be working, except perhaps you should check that indeed your boot partition is the first partition on both drives, and your menu.lst file has the correct info. Since you have a separate boot, the grub root is different than the system root.
I think all of this is correct because I *can* boot from the Hard Disk, provided I select that option from the install DVD :-(
