Maybe yours is doing an extra step, here is the output of SuSEconfig:

# SuSEconfig
[...]
Executing /sbin/conf.d/SuSEconfig.permissions...
[...]

The line above should set permissions correctly - it looks like you
should bugreport using bugzilla,
