Not really, since 11.0 is out now, this is the list for the questions.
Factory would be good for 11.1 version, ie. any questions for the future
versions.
In principle, yes, but the factory list is more closely read by developers and
project management, so it would stand a higher chance of getting through to
the right person
But factory is the place for "ongoing development" type questions, and "what
do we do about kde 4.1?" qualifies, I think
