Where are you seeing this?

When I go to <http://www.kde.org/> it's pretty clear (admittedly, only 
to me; me being the only person whose brain and eyes I can use) that 
KDE 4.0 is indeed in the fully released state and that the latest 
stable release is 4.0.4:
