I have two network cards, both are detected, one of them is used to

addresses, but it seems that only one card is used to tx/rx packets.
How can I configure the second card?

You have to make sure that they are in different IP-Networks.
Like first one having an address like
1) 192.168.1.1 subnetmask 255.255.255.0
2) 192.168.2.1 subnetmask 255.255.255.0

in all other cases it is very likely not to work correctly.

Also check if the interfaces are up, maybe post the output of
ip addr
and
ip route
