In fact, every bit of software that does not run on a virtual machine
is very much tied closely to the OS on which it runs. Only things like
device drivers and file system modules are in the kernel (and even
they need not be a part of the kernel per se).
You're talking about the binary, right? After all, lots of software can
be built for all kinds of OS'es which would mean they're not really
tied to the OS, but once you've only got the binary, then yes, you're
tied to an OS that has the right kind of loader etc. etc.
