That's what the whole IE-bundling lawsuit was about.

Microsoft's argument was that they indeed do *ON PURPOSE*
AS PART OF THEIR BUSINESS PLAN embed the IE code in the kernel.

When some CS prof demonstrated an IE-less Windows system,
MS almost immediately issued an SP bolting IE in so tightly
that there would be no repeat performances.
