It's a real English word, and hardly a neologism. (A Google search 
for "define:ombusman" produces 17 definitions, though many of them are 
pretty specific and some appear to be duplicates.)

It means a person whose job it is within an organization to address 
issues and complaints raised by clients or constituents of that 
organization.
