Totally normal.

Any memory not being used by a program is used as
filesystem buffer space -- if any of those files
are opened again, the pages (disk pages, not web
pages) are already in memory. Disk page images
in the buffers that aren't used again eventually
get replaced by either new disk-reads, or by
memory needs of programs and their dataspace.
