I've just had a look at the above bug report and on 7 January 2008 it 
was marked as "RESOLVED".

Well, it hasn't been as far as I am concerned because I just looked at 
my (new) installation of 10.3 on another computer and see that the 
DisablePrinters........ parameter is STILL set to YES as a (?)default.
