I don't think that #1 or #2 will have any effect in this particular problem.
Typically, you write the password too inside the wvdial conf file, so that connection is fast and automatic.
Could you try to lift a phone from the house, to see if the line is still active after being told to hang? I mean, tell the modem to hang, then lift another phone and listen if you hear a dial tone or strange beeps and screeches.

Umesh,

1-Why do you use Stupid Modem = 1 ? If you need it to start your#1 I will Check stupid Mode = 0 and check the results.
connection, Ok, but if you did not, that may be the reason.
2-Why Ask Passowrd = 0 ?
3-Most important: how long did you wait between stopping wvdial and
starting it again? I ask this because it seems that when you start the
second attempt tyour and the other side modems are still connected!
#2 The use name is the password here so that i dont have to waste time
typing password. Any security reasons if i set it to 0?

#3 Initially i was redialing in abour 5-10 seconds, but then i thought
the telco might not be responsive enough i.e. if the resources are not
freed at telco side. So i waited about 5 mins and redialed using
wvdial again. But still the problem happens.
