2) search for browser.shell.checkDefaultBrowser

4) Restart firefox and when prompted select yes for setting as default
browser.

You are right. The browser.shell.checkDefaultBrowser was set to false.
That is intentional since Firefox is already confirmed as default
browser in gconf.
