root?

It will be nice to explain what "password vaulting" should do, but if my guess
is right the application is KDE Wallet Manger, kwalletmanager, where each
user has it's own wallet to keep passwords.
BTW, to use it as root you should be logged in KDE as root and that is not
recommended for many reasons.
