is "Administrator" the name of the highest-level account, ie: on my wife's hp box it is HP_Administrator?
It has to be an user that has the right to shutdown the machine remotely. Usually thats the user Administrator, but it may you have renamed it, or if you have a domain you ha to add the domain to the command as well.
