You should. I do:
cer@nimrodel:~> cat /proc/swaps
Filename Type Size Used
Priority
/dev/hdd7 partition 6297440 589736 42

Permissions are correct.
That's just an informational, virtual file, not the real swap. And any
way, a user or its program do not write to the swap: it is the kernel who
does.

You should. I do:
