I don't think 10.2 even uses hotplug. IIRC, it was deprecated in 9.3 or 10.0.
There's something like usbfs or udev that replaced it.
All I know is USB support under 10.1/10.2 is excellent. I have several
machines, each utilizing either onboard card readers, plug in memory keys and
or usb hard drives. Since 10.1, the support for such devices has been great.
I even have USB support under VMWare.
