Hello can I state than any dual core provessor can do full virtualisation?
no. not if you mean hardware-virtualization-technologies. there are pentium dual-cores for example, which are, of course dual core processors, but don't have hardware-virtualization-technologies.
Also, it requires BIOS support as I understand it. I have a 6-month old Dell with Intel Dual Core. I think the cpu has VT support, but the bios does not, so no VT here. (I installed vmware server (xp) on it last Friday. So far that is looking good, but I'm just getting the most recent M$ updates. Can't speak to performance yet, but it does feel slow.)
