If you only have a few computers,
you could work with fixed MAC / IP Settings in your dhcpd.conf file
(i.e. working with dhcp, but assigning fixed addresses to the clients)
and then leave out your windows box.

On a side note:
If the windows box is on the same network but you do not want it to get
an ip via dhcp, then you might want to assign a static setting outside
your dhcp range and your problem with limiting the dhcp server will be gone.
