The proxy still sounds like the most likely problem.
They might have a "transparant" proxy between you and the net.
Visit http://whatsmyip.net/ and see if the IP it reports
matches your machine's IP
You can also use tracetcp:
http://tracetcp.sourceforge.net/usage_proxy.html
