No, that wasn't on purpose. Vanilla libpcap doesn't support versioned
dynamic libraries, so we (SuSE) created a patch that adds this. This
patch had a bug in that the version was hard coded. I've checked in a
libpcap package that does use the package version. So FACTORY and all
coming versions of openSUSE will have it fixed.
