In essence, yes, but the commercially purchased release uses a
dual-layer DVD and includes some packages that are only available to
download users by adding separate on-line repositories.

I suppose you could argue that if one uses packages available only via
those repositories that one must still configure them so that updates
will be available, but if a large number of them are used and one has
limited bandwidth, then it can still be advantageous to have the media
locally accessible.
