KDE or Gnome?

You can control this with the control panel of KDE.
(configure desktop (personal settings)
  peripheals
    keyboard

Or if all else fails type 
   man kbdrate in  a shell

However any setting via kbdrate will be overridden
by kde if that is what you are using.
