I tried lsusb and the device does not show up.
I tried it with 2 other computers, one 10.0 & 10.1. It sows up without
any problem.
It is the only device plugged into the computer slot. To the drain 
problem, I can not tell.
You might have brought up a situation where the on board USB is a problem.

I just tried on another prot and it comes up without a problem. It looks
like I have a defective port.
