True. Supposedly you can have the manufacturer reset it, though.
Still, I heard there are region bit "resetter" programs for windows. I can't say if it is true, I don't use windows much.
Check for CD/DVD drive firmware updates that leave your device in a 'region free' state. Also get the manufacturer's newest firmware and keep it handy in case of warranty issues that may require having an approved firmware installed.
