It syncs your clock as and when it thinks it's necessary. Think of it as continually keeping your clock in sync.
I even don't know what "stratum" means. When I was younger, there was a disco here called "stratos" :-)
I like to think of an NTP "stratum" as "layer" or "ring". The further away you are from an absolute source (DCF77 receiver, a caesium clock etc.), the higher your stratum.
We, as users, should not request the time form them, but use level 2 or 3 instead (however, if they are in the pool, that's their fault).
I would generally agree with that, but some stratum 1 servers are for public consumption and allow you to subscribe if you ask.

Thanks Carl, Carlos, Per for the explenations! As my /var/log/ntp shows some synchronized to... messages I guess it just works (and worked from the beginning) and the "kernel time sync status 0040" was just misleading me. Not for the first and probably not for the last time...
