No, your processors are running in "dynamic" mode, which means they adapt their frequency to how you use the system. If you run something CPU intensive, they will (or should) go to max speed. If you want them running at max speed always, set this in YaST's powersave module (change from Dynamic to Performance I think it's called) On the command line you can use "powersave -f", to make a temporary change to max CPU power
