There's never a shortage of people willing to name a company which does
NOT deliver on its promises. Perhaps you'd be kind enough to name this
one, who apparently does.

Then choose a reputable ISP. Mine gives me all it promised. A few months
ago spontaneously upped my out-bound rate by about 20% without changing
the fees.
