It's been many years since i had a similar problem, but the solution was phone-line-provider-specific. In the U.S. (where i lived at the time) one could disable incoming calls by dialing a code sequence... i THINK it was *70. The main use of it was to disable "call waiting" (called "klopfen" or "knocking" hier in Germany), because the beep generated by an incoming 2nd call would often disconnect a modem. i suggest contacting the telecom provider and asking them if they have a code you can give in to disable incoming notifications. If so, you must simply add that code to your dialup sequence.
