You can ignore the lock. For example if you do an "update all packagers newer" those packages marked locked will also be updated, or if you mark the package to be updated it will over-ride the lock. The locking appeared when SuSE changed the repositories but locations such as Packman and Guru were always marked as being locked. Don't ask me why as I have no idea why SuSE do it that way.

What deos SuSE in fact do, as You say its not really relevant ?. Do You mean, that it's not relevant, that SuSE sets a lock indicator ?.
