In 9.3 it was activated in /etc/mail/spamassassin/v310.pre, I think:

loadplugin Mail::SpamAssassin::Plugin::Pyzor
loadplugin Mail::SpamAssassin::Plugin::SpamCop

But I think there was some configuration somewhere else :-?

Ah, yes! Look at /etc/sysconfig/spamd, variable SPAMD_ARGS or SPAMD_OPTS.
By default it has "-d -c -L", and the "L" stands for local tests only.
Remove it, and restart spamd.
