Yes, its often wise, on servers at least, to prevent some user or some virus in a user's Windows machine from filling all available space causing the system to come down. Keeping the users in a sandbox of a specific size helps. On home machines, I like to keep /home on a different partition (preferably a different drive) to make upgrading the OS easier.
